Possibly the fact that Vivek and Elon are heading the "DOGE" which has a goal of $2 trillion reduction improved efficiencies of the federal budget to facilitate another round of tax cuts for billionaires; the idea that the CEO of one EV company would be put in charge of deciding whether other EV companies should benefit from variance in government largesse that benefitted his company is a conflict of interest.

Conflict of interest signals corruption when the individuals involved do not recuse themselves and do not make transparent that they are not in fact involved with such decisions.

Why does this have to be explicitly spelled out? I don't know, but if you go by the current screwball logic of the SCOTUS, there is essentially no such thing as corruption in government, it's all just public/private partnerships which benefit some individuals and entities much more than the public at large.

Anywhere else that would be called... corruption.
Now we kinda gotta suck on it until the Return of the Jedi.
