My uninformed early opinion points the blame at both local authorities who did not have any type of warning system in place, and the Camp Mystic leadership, who did not monitor the situation closely. Other camps seemed to know enough to move to higher ground.
The NWS put out both a watch and a warning in plenty of time, but was essentially ignored. Now the local authorities are pointing anywhere but at themselves.
