WSJ rarely gets that kind of scoop wrong. Agreed, it won't be a true PC, though...will likely be more of an "internet hub" type of machine. Somebody tried to make a go of it with this type of machine back in '00 or so. I remember seeing ads in my Sunday paper "USA WEEKEND" or whatever those little tabloids are with columns, celeb interviews, etc. Price point was cheap vs. a regular pc at the time...want to say it was around $399 or so. I think it had a 14" screen and a keyboard and mouse, very small footprint such that you could put it on a kitchen counter.
