I can't speak for everyone, but when I get a new/used computer, I want to see it BOOT right off so I can set my mind at ease about it being DOA.

If all I can see is a blinking icon, I'm not entirely sure it's NOT DOA...

So... if it was me, I'd do the "kitchen sink" reinstall...
