The water heater was less than a year old (on a 12-year guarantee) which is the only reason I worked it through them.
It wasn't the thermocouple. There was a design misalignment between the gas orifice opening for the pilot and the thermocouple which prevented the thermocouple from being in the hottest part of the flame. The service swapped out all the gas-related parts of the water heater.
