1. You need to run Disk Utility to repair the HD--repairing permissions isn't likely to be the problem.
2. You're saying that you already:
A. Did a Safe Boot, and then restarted
B. Booted from the CD or DVD, and ran Disk Utility from it, and repaired the HD?
If you've already done both of those, let us know. If you haven't done them, then do them, and restart from the HD. Try putting in a new User account, and see if you still have the problem.
