One most certainly can boot into Windows without Boot Camp. One does that all the time.

What one does NOT do is "reboot and use Boot Camp".

The very first steps for making a Macintosh computer run Windows are:

download Boot Camp
Run it
Have it make a disc of drivers
Have it partition the disc
Install your Windows XP SP2 install disc
press the reboot button

and let the Windows XP SP2 disc with its installer, install Windows.

Once installed, you boot into Windows.

You do NOT "reboot and use Boot Camp". Boot Camp does not exist on the Windows partition, nor is it used in any way, shape, or form. One runs nothing in Boot Camp. (That would be like "running in a Word document".)

After booting into Windows, you insert the disc Boot Camp made for you and let it autorun. It will automatically install the Windows drivers for the Macintosh hardware. (Hint to Apple: make this disc available as a download directly from your web site, like any good computer manufacturer does.)

Once the drivers are installed, you have full use of your hardware under Windows.

At no point in any of this do you "reboot and use boot camp" as you said. "Reboot and use Windows" would be appropriate, yes. But you don't run anything in Boot Camp, and you don't "reboot and use boot camp".

If you rebooted and used Boot Camp, you'd have to reboot into the Macintosh side of things in order to use Boot Camp. That doesn't help; Boot Camp does only two things, none of which involve running a Windows application. Boot Camp preps the computer with a partition, and it also gives you the drivers for the hardware.

And in fact, if you already had the disc of drivers, you could simply boot from the Windows XP SP2 disc and destroy all partitions, create one big one, install XP onto that, and have a pure XP machine.

You don't "run things in Boot Camp".
