Two of my favorite episodes of Voyager --
Scorpion, Parts 1 and 2
... I thought that the writing, pacing, direction, acting, and production values in those two were such that they could have been easily been made into a film, and probably would have been far better than the rubbish that were "Insurrection" and "Nemesis".
Plus, these episodes gave everyone something to do -- at the same time as they introduced the Seven backstory, you got Chakotay actually doing something, Janeway having a very nice moral/ethical struggle ("Do I help the Borg in order to help my crew, realizing that helping them defeat another species might doom many other species to assimilation?"), etc.
