Matt, try to call in the morning (around 10 or so) when most Indians are asleep. Many of them (Indians) are smart and understand what's going on. But unfortunaetly Dell management (i.e. Americans) confound them to read from a script and not deviate from it.
It's kind of funny, when I had my troubles, it was an Indian in their accounts department (outsourced) that contacted me. I knew it was an Indian because he had the same last name as me (which in itself is a rare name in India). (^_^)
