I am not aware of a general right to use force to defend property. A few states may allow it, but those would be exceptions. From the limited bit of the story we get here, there is no indication that they presented any risk of harm to her.

So it is likely that her use of force violated the law. The local prosecutor has discretion about bringing charges and likely made the decision not to charge her under these circumstances. If she had missed, and say killed a child who happened to be sitting the backseat, that decision might have been different.
