You keep claiming this as if it is a fact. It is not. There are reports dating from years before the 1980 elections on the problems the Soviet Union's economy was having. It was falling apart under its on weight already. Their involvement in Afghanistan helped speed it up as the folks back home starting seeing all those funerals and problems not taken care of at home because the money was being spent on that war. All Reagan's administration did was cause it to happen before the '80's ended instead of of 10 years give or take a few later. As for Putin, the problems caused by the fast fall may have set up conditions for him and his like to take back power.
