Dog question: Why does he do this?

I can't pet my sister's dog's head when I walk in her door.
I have to totally ignore her until she's well calmed down or she "leaks'.

The dog's mother had a weak bladder problem, too.
Umm, I suppose she does not let anyone pet her either.
