Given that the place was constructed in the early '90's, I would assume 14 gauge wire was used for a 15 A circuit. As stated by someone else, builders would rarely put one cent more in materials than needed to meet minimum requirements. You might get by putting a 20 A breaker on the circuit, but not recommended.
Someone else thought the 1600 W would mean the UPS would draw a max of 13 A. They neglected to take into account the power factor. 2200 VA means that on the output side the UPS could be putting out as much as 18 A, The draw on the input side could go even higher. That is assuming an approximate 0.7 power factor, as APC is in its specs.
