Webhostbuzz is piggybacking on comcast. Someone (WHB?) is using DHCP to assign addresses, and not cleaning up their logs when an IP address is reassigned.
Also note that Comcast uses Sandvine to kill upload traffic (sending RST (reset) packets downchannel to connections that cross some arbitrarily set, undocumented threshold).
I would be looking for a static IP address and a new hosting service, possibly in that order.
