I really do not understand why people seem to get upset over shipping prices. Anyone with sense looks at the price of the item and the stated shipping price, adds them together and then decides if it's worth it. What does it matter to you if the shipping is high and the item is low or v.v. If you don't do the sums before bidding then more fool you.
eBay do not like losing out on potential charges but it's up to them to deal with it and they often do clamp down on the more obvious but then again many of these cheapo items come from China and they use PayPal so the eBay group get the charges for that and the extra charges because of the change in currencies. Let them worry about it.
