If he has a video card rather than onboard graphics there could be another monitor control panel.
Often just an icon in task bar rather than control panel.
Also it has to be set up (good luck finding clone).
Anytime it gets run without the second monitor the past set up for two monitors goes away, gone forgotten.
The XP start-up screen is just a start up splash screen. It does not mean XP has recognized that the monitor is there, nor what set up was used last time. iirc, that start up screen is not even 800x600.
