I use smart playlists extensively, including smart lists to filter other lists. So the feature certainly works. I still can't tell what you are doing wrong, or what you are trying to do. I am not sure the order that songs are listed if you filter a playlist with a playlist, if you have shuffle off; but at a glance they look to list the songs in order based the album (maybe the name of the band or the album determines which album is first).
I am not at home so I can't test this, but there is/was a bug in itunes for me that meant that the choice of all or any changes every time I edited a playlist, back to "all". So while you might have set that to "any" at first, if you edited the playlist again it might have switched back to all. I think this is a bug, it may have been fixed by now too actually in the latest version.
When you ipod mounts open it up in itunes so that you can see all the playlists and all the music currently on your ipod. Is there a warning on any of your playlists (a yellow exclamation point). Does the music for your playlist show up on the ipod there?
