Can't connect via Airport on Buffalo router

First I would hit and hold the reset button on the back.
I've reset the router with the reset button, as well as disconnecting the cable router and Airstation in the prescribed manner, and no Airport.

I am on with a wired connection through E'net, but the browser will not connect with the router on 192.168.11.1 to reconfigure. the router is sending out a clear wireless signal to Airport but no IP address.
