Oh, no mention of the Democratic Congress opposing Bush's trade agreement with Columbia? Columbia and Brasil are two of our biggest trade partners and allies in SA and we've done everything but s*it on them. Our partisan Congress has faught Bush tooth and nail over all kinds of trade agreements with both.

It's no wonder to me that countries in SA will go looking elsewhere for economic expansion. The Chinese are really piling on down there. The Monroe Doctrine died in the 60's and 70's after we shut down relations with Cuba and gave away control of the Panama Canal. Since then we've taken a laissez-faire attitude toward all of SA except for problems with drugs and illegal immigration. You can't lay this one all on Bush.
