I can't speak for the veracity of all that was said in the e-mail, but the Global Poverty Act of 2007 is real enough. It's listed on the Library of Congress site under "Global Poverty Act of 2007" and comes up as S2433. I had a link, but when I tried it in a Preview, it didn't work. "Trust me." 
I don't see any indication that it's yet made it out of Senate committee. The most recent action seems to be its placement on the legislative calendar and referral to the Committee on Foreign Relations in September, 2007. The House version is HB1302 which was introduced by Rep. Adam Smith (WA) on March 1, 2007.
You might not like the source of the information in the e-mail, but it clearly isn't total BS, which a little Google searching confirms.
