Uh-Ohhh. "New Feature" at Paypal... (+ a question re overseas shipping & PP seller protection)

"Payment Review is a new feature that looks at certain transactions for potential risk.
If a payment we review is deemed to be a high-risk transaction, we notify you to hold the shipment. We then review the payment and either clear or reverse it. If the payment clears, we advise you to ship the item. If the payment doesn’t clear, we inform you and reverse the funds."

Just ran into this one on a BIN payment from a buyer in the UK.
Sounds innocent enough, but so far it's been my experience that most "features" from Paypal are only methods to drain more money from me.

Further:
You will receive an email when a transaction goes through a Payment Review and when the review is complete.
Normally, a Payment Review takes 24 hours or less.

*Question, re to the above-
"Transactions that clear Payment Review are eligible for our Seller Protection Policy.You are covered against chargebacks for non-receipt or unauthorized payments and reversals due to unauthorized transaction if you meet the Seller Protection Policy conditions"

-OK; one of those conditions states requiring signature confirmation of receipt by the buyer. I'll be sending this $900 item from the US to the UK, and can find no USPS product that offers sign confirm.

A Paypal (or eBay, my head is spinning from this) info page recommends sellers use USPS Express Mail International for items over $250. But that service does not give sign conf. And considering that, then it seems like I might as well save some money and send it Priority Mail Int'l vs Express, which would save $, and allows for a larger max box size as well. (BTW, both only offer insurance online to $650... is there some way to add more at the PO?)

A lot of Googling produces a lot of inconclusive discussion about how protected the seller can actually be, w/ any overseas shipping, using Any service... Any advice from experience?
