Well, he has to answer to God, so not quite. But it would be interesting to know what the Pope's reasoning is. The guy's been excommunicated for 20yrs., so it's not like he got off easy. And the pope may feel there's a better chance of him having a "change of heart" within the church at this point. And you have to remember the church values grace and forgiveness, so you can't expect them to give up on people. kj.
