Hipaa isn't supposed to exhaustively detail every conceivable way information can be mishandled. That's up to those trying to follow Hipaa. I challenge you to find a single documented case where family was denied visitation rights explicitly due to HIPAA and only HIPAA.
Where the heck would you find documented cases of stuff like that? It would be a violation of hipaa! The point is that you can do anything you want in the name of hipaa, just so you can come up with some half-assed scenario. If you can't imagine visitation being one of those scenarios, that's fine, but I sure can. kj.
