Just looked in iMovie HD 6. You can only trim audio clips. QT Player allows you to speed up an audio file. Open the A/V Controls under Window. You need QT Pro to save though or maybe Wiretap or something similar can record the Mac audio playback.

Audacity will do it (you need the LAME plugin for the MP3). I think it's called change tempo there.
