In Audacity, Under "Effects" > "Change Speed"
Then you might have to adjust the pitch. Pitch adjustment is there too.
QT Pro can do it too but it doesn't sound very good. Then again you might not like how it will sound processed in Audacity. Editing it down in Audacity would not be too hard to do. Make a copy and try it out.
