QT Pro can do it too but it doesn't sound very good. Then again you might not like how it will sound processed in Audacity. Editing it down in Audacity would not be too hard to do. Make a copy and try it out.

Change Speed and Change Pitch (obviously) will change pitch. Change Tempo doesn't, just speeds up or slows down. It will give you length in seconds as you alter the tempo which will help to hit your time mark.
If you want better you could purchase Bias Peak LE. They have a 15 day trial but you can't save.
