1 Ghz Dual - few signs of life, what to try next?

A friend of mine found a dual 1Ghz quicksilver machine on the curb. We're pressed the cuda button, reset the pram, but we're not even getting an image on the monitor....no startup chime either. Any ideas what else to try? Further, any ideas which part might have failed? Is it processor or motherboard? It seems to get power just fine - can power a portable firewire drive.
