Many places do have ordinances against allowing your pet to relieve themselves on others' properties. and require the pet owner to clean up if they do. But there are many inconsiderate owners who think it is their right to use any place they want. In any case, my town does enforce the ordinance here. Former renter in the property next to mine used to let his dog crap on my property. That ended up quick with one call to the dog officer. He tried to use the excuse that it was from all the other owners in the neighborhood, but since I knew them and the stuff only started showing up after he moved in, that did not work as an excuse. It can be treated as trespass by the police as well, that is what our dog officer would call in on repeated complaints.
