I am terminally optimistic, but I am betting you didn't get scammed.

There's probably just some weird wonky thing that is wrong with it.

Keep at it as long as you don't mind, and don't spend more than maybe $20 on it, just so you can satisfy your desire to know what the heck is wrong with it (I know I'd want to).
