it doesn't matter. it's a toddler. They cannot express clearly, and get frustrated when we the adults don't understand them. They have tantrums. it's normal. Does that mean we should treat them like luggage?
actually, context does matter. it struck me as i watched the vid that the mom does not look angry. it's kind of nonchalant. i also can't tell how the leash is attached; most of those use a harness. the child is not struggling or protesting in any way. the surface of the store was carpeted. this could very well have been a game they play at home as she suggested. many kids do like to be pulled around playfully. i've done it with my son though usually by his legs, slowly, on our wood floors. this woman shows poor judgement to do it in public where others might misunderstand if that is the case. and i'm not saying that is the case; i'm just suggesting more context is necessary to know.
