traditionally, it's the services like MagicJack and Skype that require a computer in order to function. But I think that Skype may have released standalone devices that work more like a normal phone--ask someone like Jimmypoo who uses Skype regularly on that one.
Services like Vonage, VOIPo, Voicepulse, etc, all work independently of a computer, and simply require an ethernet port on your switch or router to plug the VOIP interface box into, which you can then connect a regular phone to make calls.
