Maybe you need to watch it again. He had not been called off, and was not harmless at that point in the movie.

I second Ronin and would add The Train, not so much because they are spy films but are suspenses films filmed with no cgi effects. For an old fashioned cold war tv miniseries i recommend The Company with Chris Odonnell.

I perennially recommend the BBC series, The State Within. A very good, highly addictive series about Brit/American geopolitical intrigue. It will leave you wanting more at the end. Great acting, too, and the kind of suspense that the Brits do well.
