The only reason I find this relevant is because if people really wanted to know, they'd learn that there were a number of POC who are remembered today as being white. Now we are entering an era when people are curious as to who these people were and to acknowledge this. At least, I hope that's the motive, because I suspect that the motive here was an attempt to deflate Harris' historic moment.

Neither. Just stating what the law was in the Deep South.
Meaningful, to the extent of receiving tribal benefits in the case of Native Americans, mostly means 1/16^th, sometimes means 1/8^th, and a few times requires 1/4^th. As to other POC's (or is it P'sOC?), Acer's postulate still rings true, though there are many, many other criteria that certainly can be applied. IOW, there is no single defining criterium that by winning it is all encompassing, or by not, is all exclusive.
