Apparently “she”? And ran out of gas and surrendered. While a long pursuit seems silly, nobody was hurt and that’s really the best outcome.

Any video footage at this point is from a news helo, not the police.
News helos like to zoom in close to try to get occupants' faces. The long a pursuit lasts, the greater the pressure on drivers involved, and the more likely a bad mistake is made. If everybody's in custody with no injuries to bystanders or police, it's a beautiful day in the neighborhood.
