Not a parent, but I've never seen it work, having been around parents and kid in that scenario more than once.

Yelling may work but it way wrong in most any situation.

Also, since it's usually only yelling without some form of actual consequence, it doesn't work, even if it doesn't traumatize the kid.

Parenting is a full time job and yelling isn't the shortcut so many parents think it is.

I strongly suspect that mom is in way over her head and this is the only way she knows to deal with it.  Maybe she was raised this way.  But that’s a different issue.  

Social services - if it exists - can offer help rather than taking the kids away.  That might be the best case scenario.
