How would you spend that money? Personally, I'd hire quite a few more people down in Cupertino. I know the HR department is trying pretty hard (I see lots of Apple job openings listed on Monster), but talented people who'll fit in at Apple don't grow on trees.

I am not the CEO/Board. But people don't invest money for companies to sit on it. Apple has sat on a pile of cash for years. I can do that for you. Give me your money. You do understand the idea of money being invested, right?
They even noted that on tonight's business matters (PBS).

Is it possible that for a company to have an ample cash reserve is actually a prudent thing to do, just like it is for an individual?

Well, you can look at it in a variety of ways. You can ask if the company is doing anything with the money that will allow it to earn a higher rate of return on that money than an investor can ear. If not, they should return that money back to the investor. Some say that having a huge amount of cash makes a company a likely takover target, ie. others will make a bid for the company in order to get at the cash. 13 billion is a LOT of money and I don't know if Apple is able to use it up or not in other profitable endeavours.
