I knew a guy that stuck out his tongue for this DL photo, so he could sort of insult everybody that asked to see it (mostly for the police). Cashiers that saw it usually just laughed.

Not possible because the DMV will make you to retake the picture again. I KNOW I tried a goofy look but was asked to do it again while a security office looked on!

Yes, very likely not be possible today. This was over 10 years ago before they had the digital capture/preview. It was very difficult to make joke badges for MWSF in the last few years too.
