When you are responding to a 1000 missile attack, no matter how careful you are, there will be casualties, especially when the terrorists are firing their missiles from heavily populated areas (human shields).
You make it sound as though the Israelis are indiscriminately firing missiles to cause civilian casualties. That's what the Islamic jihad missiles were intended to do. Luckily, the Israelis protect their civilians with Iron Dome.

You are not comprehending the situation. What would you do if cartels in Ciudad Juárez shot 1000 missiles into El Paso over the course of 3 days?

Yes, and the day before, Islamic jihad misfired a missile into Gaza, causing the casualties. The Israelis had not only radar signatures of it, but even had film. You are completely ignoring reality.
