"reasonable doubt" isn't a defense for hit and run, multiple moving violations, and tampering with the scene of a crime. In WA state, fleeing the scene of an accident (hit and run) is a felony. Swapping seats is tampering with a crime scene, and I'm sure something else.

If I were you I would forget about sueing this guy. Probably more trouble and expense than it's worth. It would probably be best to just try and put this behind you and move on to better things. We all lose bits and pieces of our stuff to thieves and disasters as we move through life. I've certainly lost my fair share over the years*. Just be thankful that all you lost was "stuff" and not something or somebody you truly cared for.
*Just off the top of my head (and not including the stuff of my other family members):
2 stereo systems
1 car stereo (plus destroyed window and dashboard)
1 car
4 cameras
1 bicycle
$600 worth of power tools
...and for most of those items I didn't recover insurance money.
