How cheap? I think $100 or so is the "cheapest" i could recommend.

In my experience, there is either good or cheap. What is your intended application?
If you want something in your price range, consider getting an aluminum tripod with a built-in 3 way tilt pan head. There will be some vibration (versus bigger carbon fiber tripods), but it should do the trick. The cheaper carbon fiber tripods are very light--so only useful if you want to back-pack and don't care about vibration/stability too much. Of course, any tripod is more stable and hand-holding...which applies to the $20-$30 tripods. I have a Dolica and it's fine for what I do with it. I probably use it a dozen times in a year.

As Ken Sp. notes, Fry's has Vanguards on sale every couple of weeks, and they seem to rotate the various Alta Pro's and Alta Plus'es w/ ball or pan heads. Every couple of months they seem to have a deal on a carbon fiber model. When caught on sale, they're a very good value.

Cheap, light, stable you can pick any two.
You can get a surveyor's tripod for about $50. It will be stable and heavy. You will need to add the head of your choice.
