Probably because he doesn't have anyone to negotiate with . The TEA party Republicans don't listen to the Speaker . You can't negotiate with 200 people at the same time . The breakdown of the Republican Party has caused a breakdown of the system of rapid negotiations.

The House can pass a bill canceling sequester legislation tomorrow. If they were to do so the Senate would have it on the Presidents desk by Wednesday.
