Republican Trump says 70 percent of federal regulations 'can go'

U.S. Republican presidential nominee Donald Trump said as many as 70 percent of federal agency regulations could be eliminated if he is elected in November, just hours after an adviser said the candidate would seek to cut 10 percent.

Trump, who blamed regulations for stifling business, told a crowd at a town hall event in New Hampshire on Thursday night that regulations for the environment and safety would remain.

"We are cutting the regulation at a tremendous clip. I would say 70 percent of regulations can go," Trump said. "It’s just stopping businesses from growing."

Earlier in the day during an online discussion with Reuters, Trump campaign adviser Anthony Scaramucci, a Wall Street financier who has raised campaign money for Trump, said Trump would eliminate 10 percent of regulations.

How many of these regulations if any are the purview of the President and not Congress? Can he just wave a wand and make the whole Federal Government go away?

Although there are some executive-created agencies, regulations (a.k.a. "administrative law") are generally created by agencies authorized under law by Congress and run by the executive.

The only way for him to act as the executive to remove all of those regulations would be to direct agencies to rescind them or not to act on them.

Since agency regulations typically extend to every aspect of government functions, I'd expect most agencies to just shut down and for those still running, few operations would continue.

Government regs affect all aspects of civil life. Roads, bridges and other infrastructure could not be maintained, bonds would not be paid, taxes would not be collected, small governments would shut down, contracts would not be enforced, courts would probably cease to function, markets would fall under the sway of monopolists, financial markets would collapse, prices of real goods would skyrocket, wages would fall, pollution controls would be off, food quality would sink... Basically, every financial, mechanical and social interaction that you might have outside of your home would break down. And you'd better hope that your home is secure. You should probably work on a way to collect and filter rainwater and grow your own crops if you think there's a chance that Trump will take office.

...The order would be in violation of the law, but it would probably take many court cases to resolve and in the meantime the dollar would plummet, the country would fall into chaos and anarchy and we'd be living in a classic movie dystopia.
