The other issue is sematics. The FBI said it is reviewing additional emails, not "reopening the investigation". Chaffetz said that, and the news (and the rest of the GOP) piled on that description.

Like I said, it's semantics. But the GOP is reading this as "the FBI has changed its mind about the earlier investigation and conclusion" and we have absolutely no reason to believe that's the case, and considerable reason to believe this won't change their conclusion. Which will just drive folks on the right even further around the bend.

The letter says "in connection with an unrelated case". So, I'm going to go out on a limb and say that this new (NOTre-opened) investigation is in connection with an unrelated case. :emoticon-animal-004:

Earlier, the Associated Press reported that the new emails did not come from Clinton’s private server, citing to a US official. And NBC’s Pete Williams reported during a TV segment that, according to his sources, the new emails are not [even] from Hillary Clinton herself and they don’t appear to involve evidence that she or her people deliberately withheld from the FBI.

The article says it may be from an investigation into Weiner's sexting. (!) His wife is a top aide of Clinton, so they've probably been going through her email.

Oh, brother. Whatever this is from, Comey really shat the bed on this one, and that can't be un-shat.

FWIW, here's Think Progress' take on it.

Comey really did handle this pretty cavalierly - dropping a vaguely worded letter like this on a Friday afternoon, without any clarifying information, 11 days before the election.

So, it's because they have been investigating Anthony Weiner. They found the additional emails on a computer shared by Weiner and his then wife, Huma Adebin, Hillary's top personal aid. It was already known that thousands of emails between Hillary and her aid were on the personal server. It's entirely possible that these new emails simply were not seen before and need to be reviewed and contain nothing that changes the nature of the scandal whatsoever.

Comey had no choice but to notify Congress since her told them earlier that the case was closed, but he has certainly put his thumb on the scale here.

A law enforcement official, speaking on condition of anonymity, said the emails were “numerous” and that they are not related to hacks of recent Democratic Party institutions or the emails that have been released in recent days by the anti-secrecy group WikiLeaks.

She has just announced they are separated, but she is still married to Weiner. No report of divorce papers being filed since her August announcement of the separation.
