He needs to be carefully scripted and not go off the reservation...which means someone has to make sure he does his job right. Not something I'd want to do. And I doubt Olivia Pope could "fix" any of this either.

Would sending a complete set of West Wing episodes help him to learn how to do his job and not end up with his foot sticking out his A## because it's in so deep?

And if he's replaced, is the next one going to be any better???

A commentator I heard on BBC believes that this talking point was almost surely planned in advance and that, although Spicer may have verbally fumbled it, the (chronically tone-deaf) WH was on board with the "worse than Hitler" concept.
