It appears to be a piece of networking gear that's mounted in a 19 inch cabinet that's bolted to an earthquake proof mount that is itself mounted to a concrete floor with lead anchors.

That's was my first thought/question. $10 for a switch? A little ungainly but I had to buy a four port switch for $40. It was the cheapest I could find, at the time. My luck, though, I would have bought that and it wouldn't work as just a dumb switch and it would need $50 in ancillary stuff. Nice find!
