It's not like business just toss the computers in the trash. Most major jurisdictions have recycling laws regarding hazardous waste. Obsolete computers are sent to facilities that strip down computers, printer, monitors and other old office equip and remove the hazardous and recyclable parts.
The REAL PROBLEM is that local gov'ts generally make a poor effort to educate consumers how to recycle their obsolete hazardous materials. I needed to dispose of a dead 20" TV a few years ago and had to scrounge the city directory just to find out where I was suppose to dump it. I never did get to talk to a human and thankfully Office Depot was having a recycling dump promotion so I just took it to OD. I have since learned where the haz mat dump is, but it took effort.
