I'm looking to make a quick montage for a spoof news intro. Is there a repository online for such video? Even the popular stuff like MLK Jr or A-Bomb testing, etc. Can't be YouTube, must be higher quality.
Download old news footage (B&W, 50's-60's)?

Have you tried Archive.org?
Lots of public domain footage.

There's a lot of public domain stuff on Archive.org but news material from the 50s & 60s will still be copyrighted.

I'm showing 1-2 seconds tops. It was my understanding that copyrights at that point don't matter. Just like using bits of tv or movie trailers, etc.

That's correct. The segment itself is not copyrighted because it's public news. The entire news program is copyrighted because it's the sequence of the presentation that is copyrighted.
