I believe CA currently requires sales tax to be paid, even if the store has no presence in CA.

CA can require them to be paid all it wants, but they can not require a store with no presence in the state to collect them. That is from a Supreme Court decision some 30 years ago, that has not been overturned. CA can impose an "Use Tax" at the same rate as a sales tax, and require buyers to pay it if they have not already paid sales tax, but enforcement has always been the problem. About all the sales it has been possible to enforce it on has been big ticket items like cars and boats, and purchases by businesses who list the costs of purchases for their operation in tax returns.
