You are correct. They are the same. My Chevy has two plugs and they are interchangeable.

Same power, however be careful of exceeding the current carrying capacity. Most modern cars have a 10 amp fuse in there. Older cars and trucks the fuse was usually about 20 amps.

12V +/- a couple volts depending on the conditions. Most cars will have closer to 14V present but if your device was designed to plug into the car then it will be fine.

Whatever you plug into it will have conversions of some sort, unless they were meant to run on
the output of that source, to move voltage up and down, as well as invert it to AC if necessary, such
as the 12v to 110v items you see.
Even the little USB lighter plugs have a few pieces of electronics to move the voltage from 12v to 5v
so as to not cause your cell battery to poop its pants (or the rest of your phone!)

but would be careful about overloading it.
Don't use two cigarette lighters at the same time and you'll be fine.
And stay away from 30A cellphones.
