If so, should they be?
Can the elections be postponed?

Not postponed, but probably extended in some districts if there is lack of electricity or some other reason that makes it impossible for voters to cast their votes. Judges sometimes order that polls be held open an extra two hours or some such. If a hurricane were to close polling places, the order might go out to open them as soon as possible and keep them open for the requisite number of hours.
Anybody notice that the size of storms has been ranging upwards, with the biggest being close to a thousand miles across? Anybody doing the correlation with surface ocean temperatures? Just wondering. And no, the elections should not be postponed.

I may not be constitutionally possible to expand voting for the Electoral College, states could always expand voting for their own offices. Try to untangle that scenario.
They have a week to clean up and vote. Had they still had the old fold-out and pencil in the choice ballots, we'd not be having this query, but then we'd not be able to satisfy the media need to know the result - yesterday. Either that or the water soaked ballots would have proven unusable.

According to the rules NO. They cannot be postponed. I don't think Mr. O would want them postponed because of the Libya debacle hanging over his head and more info would be revealed.

The constitution specifies that your right to vote can't be abridged because of race, sex, etc., but doesn't say anything about so-called "acts of god." The U.S. code provides that if electors aren't chosen in an appropriate manner, they may be appointed by the state legislature. (Thus: if in PA it's not possible to vote in the Philadelphia metro area, the legislature could appoint electors proportional to that region. Some members of the Florida legislature in 2000 thought of resolving electoral disputes by simply voting in a slate of Bush electors.)

Libya is a non-issue...except to samin and the FUX crowd.
